Handicapped Parking Procedures

Undercover investigators with the DMV teamed up with the City of San Fernando Police Department for this one day sweep. 1. Cannot walk 200 feet without stopping to rest; or 2. Cannot walk without the use of, or assistance from, a brace, cane, crutch, another person, prosthetic device, wheelchair, or other assistive device; or 3. Is restricted by lung disease to such an extent that the person's forced (respiratory) expiratory volume for one second, when measured by spirometry, is less than one liter, or the arterial oxygen tension is less than 60 mm/hg on room air at rest; or 4. Uses portable oxygen; or 5. Has a cardiac condition to the extent that the person's functional limitations are classified in severity as Class III or Class IV according to standards set by the American Heart Association; or 6. Is severely limited in his or her ability to walk due to an arthritic, neurological or orthopedic condition. A person, other than the disabled person, who designates a vehicle as a vehicle that is regularly used to transport the disabled person who is certified by a health care provider as having one of the qualifying disabilities described above.

A permanent disability parking placard may also be issued to a person who has been issued or is otherwise eligible to receive a Disabled Hoosier Veteran (DHV) license plate. If you need a travel parking placard and live in California, this permit is valid from 30 days from the time the DMV issues the placard. Travel-Nonresidents (CVC §22511.59(c))- Issued to persons who are disabled and plan to travel in California. Temporary (CVC §22511.59(b))-Issued to persons with temporary disabilities. Company parking placards may be issued to a corporation, limited liability company, partnership, unincorporated association, or any legal successor of a corporation, limited liability company, partnership, or unincorporated association, that is authorized by the state or a political subdivision to operate programs, including the provision of transportation, or facilities for persons with disabilities. They also allow people with disabilities to park at meters without paying fees or penalties. Disability parking placards and license plates allow the holders to park in areas designated for persons with disabilities.

Placards for disabled persons are free of charge. Government Agency or Private Organization- Any city, county, or state government agency or private organization providing transportation to disabled persons may obtain a no-fee DP placard for each vehicle maintained for that purpose. To be on the safe side, refrain from parking in handicap parking spaces until you have a valid disabled placard again! Once your physician signs and dates your NM handicap placard application, you can deliver it to a local MVD branch. There is no charge for a disability placard. If you have a permanent disability placard, a new placard will automatically be mailed to you when it expires. You can use the same application form used for a temporary placard, linked above. In California, temporary placards are valid for up to six months, and you can renew the placards up to six times.

If you have a health issue that causes you to have limited mobility for a few months, such as a broken arm or leg, you’ll need to obtain a temporary placard. The designated spaces may only be used by individuals who have a handicap license plate or windshield placard issued by the state. It is also compulsory to have a special space designated for the handicapped and place handicap signs. Once the surface is ready, a special paving truck pours the material on while a ground crew smooths it into place using special paving rakes and equipment. Institutions or organizations must reapply using a new Institutional/organizational Disabled Parking Plate or Placard Application (MED 11). The new placard will be valid for another five years. You may apply for a disability license plate and/or parking placard by completing an Application for Disability License Plate or Parking Placard - State Form 42070. The application may be submitted to any Indiana branch or mailed to the address listed on the application. In the event that you do not receive a renewal reminder, you can fill out a particular application form and mail it to the address listed on the document.
