Penn State is NOT authorized to issue accessible parking placards. Students possessing a current Person with Disability Registration Plate or Parking Placard must also display a base student Penn State permit and a core area upgrade permit. If a license plate that is currently listed on your permit has been moved to another vehicle, you must submit a new PVC form along with a copy of the new registration for that plate. To permanently add or remove a license plate(s) from your NYC PPPD, download the permanent vehicle change (PVC) form. Vehicles displaying disabled parking identification are not valid in fire lanes, move in/out spaces, roadways, loading zones, designated tow-away zones, service, courier, Zipcar, carpool spaces, state vehicle spaces, or any other area not designated as a parking space. Visitors and vehicles displaying state-issued disabled parking identification may park in designated visitor spaces, including those that are ADA accessible. The state permit is a blue plastic hangtag displaying the universal International Symbol of Access for people with disabilities (temporary permits are red plastic hangtags). Both city residents and non-City residents are eligible for a NYC PPPD. Disabled parking placards—both temporary and permanent— are available to Georgia residents with disabilities.
